Has anyone got any ideas ? or tried swimming with whiplash as dont want to make it worse

You can do leg kicks on the ground / leg raises and that should not only work out your legs, but your core. It'll help judge to see if you are ready for light swimming. Walking up an incline for an extended period of time is a great for fat burning.
