am i at a healthy weight?

i'm just about 5' tall and weigh 100 lbs..i'd like to be more like 95. I'm working on training for a marathon, and i noticed I've had no changes in my weight since i started..i always stay the same even when i try to drop calores i actually gain weight. i dropped 15lbs when i started and then i slowly gained it back over 6 months i haven't eaten anymore than i used to except for days that i do long runs(9 miles so far). I also noticed if i take a week off i drop those 15lbs like that, not quite sure whats going on...i drink plenty of water, could it be water weight? i'm also vegan, and pretty much all organic and i never eat refined carbs, but i heard some people on yahooanswers tell me vegans gain weight for unexplained reasons which honestly i don't believe. anyone got ideas?

i also do 30 minutes of strength training 3x per week a followed by a 30 minute walk on days where i'm not running.0

Water retention while training maybe? You're 5' tall and weigh 100 lbs. What's your daily calorie goal set to?0 -
my calorie goal is 1,410 its on the lose .5 lbs a week but i've had no change what so ever. i do cheat though once a week not by much just by like 200 cals. but usually i'm deficient on the days were i have my long run i can never eat enough. i did take measurements before and i think my body fat was is at 19% i have a 12 inch neck 24in waist and 34 hip, i also did these measurements on my period and i tend to carry some extra weight around then0
