Check out Fitness Blender on youtube. They have toning workouts, & strength training videos on there that'll help you to tone up your body & muscles.
Pilates also helps you tone up. I used to do pilates a lot, & noticed a major change in my legs & abs. You can probably find a bunch of videos for free on YouTube. I use it religiously for workouts. :)

There's a lot of free programs for toning, cutting etc.... you can just simply google them (start with beginner's programs though).... Since you're a newbie, if applied correctly, virtually any program will give you results... Just stay consistent and injury free

Buy a copy of New Rules of Lifting for Women and a copy of Starting Strength:basic barbell training.

"Toning" is only achieved by training muscle, and lifting heavy weight is the most effective way to do that.

There is no such thing as “firming and toning.” There is only stronger and weaker.

This, though I would say buy one or the other, not both. I've done both and prefer NROLFW, but either is a good solid beginner program.
