My PT told me that most people who injure their arms during rowing is because they have weak upper back muscles - they tend to heave the weight with most of their arms (and not back) which is what causes injury (biceps/elbow tendons).

Quickest way? If you JUST started feeling this then rest. If it's an ongoing issue, you
A.) do exercises to isolate and strengthen your scapula muscles (and insure that they are retracted when doing row work / deads).
B.) drop the weight to where you don't feel the pain and keep working at it. Remember it's an overuse injury generally so check on your overall volume for your back and arms. PT says you need to do the most minimal amount of work - but provide just enough stress that you induce the bodies healing mechanic for that muscle group. And stretching is supposed to help (some crap with scar tissue growing on the area affected by tendonitis).

Yeah, rest, massage, foam rolling, stretching, all the usual repairing stuff. If you are working back you need to use your back muscles and not your arms. That's how people tear biceps.

Are you sure it's a biceps tendonitis? I just bring it up because I thought I had tendonitis after a fall, but it turned out that I tore the labrum, which is inside the joint and to which the tendon attaches, off of the bone. Doesn't heal on its own, so you either have to deal with it or have it fixed.

If you haven't seen a doc, do so. The shoulder is a complicated group. Structure of the acromion can indirectly cause a lot of pain as well, especially if you have a Type III acromion (causing bursitis and/or tendonitis that is exacerbated by overhead movements, especially overhead with weight).
