Skinny with fat? Want to tone... help!

I am a petite girl around 5ft1 and I have always been thin - I currently weight around 7 stone 11. I go to the gym about 4 times a week, I eat reasonably well (however do have the odd cheat day) once every 10days. I cant seem to shift the fat of my abs! I do cardio training and weight training. I do lots of ab exercises which include weights but it doesn't seem to budge.

I was wondering if anyone has any advice for how to help me? I'm wondering if i am possibly not eating enough, or not doing the right types of exercises?

    There is a saying

    "abs are made in the kitchen"

    To show the abs that you have developed with exercise you will need to lose that last bit of fat, which equals a calorie deficit.

    Change your diet. I also take L-carnitine which helps your body burn fat more efficiently.

    Very small calorie deficit. Protein = 1 gram per pound of lean body mass. Progressive weight lifting training.
