Switch your goal to maintenance, and start increasing your lean body mass. (Meaning, switch your focus from losing fat to building muscle.)

Sounds to me like you are at the point of eating close to or maybe a little below maintenance, and lift for body recomposition.

Maybe you are small-framed? If the belly is fat and is really a 'big belly' then lose more fat. It doesn't have to be a big deficit, and I'd definitely suggest lifting, too.

But recomp (at maintenance, with heavy lifting) will take forever if you have many lbs of fat to lose there, and you seem like you might be too impatient for all that ;)

    Maintenance plus weight lifting.

    or

Very small deficit (less than 200 cals) plus weight lifting.

invest in a coach either online or in person and begin weight lifting.
That belly is telling you a story.
    When was your last bloodiest?
    What was your Estrogen/Testosterone level?

At this point in life its something to look into.
If you need an inexpensive coach, PM me.
