Your expectations are too high. You also don't just burn from one area - that is determined by your body. I lose weight primarily first from the top of my body and it works its way downward. It also depends on how overweight you are. But I think 8 inches in less than 2 months is far too much to hope for.

Unfortunately there is no way to spot reduce, otherwise we'd all be walking around with 6 packs and extra weight in the rest of our bodies. Cardio and weight training is the way to go. The easiest way might be to figure out how much you need to weigh to get to your goal size. Depending on how much you weigh now it could be very possible to get there. Use myfitnesspal to count your calories, and make sure you're creating a deficit. Cardio obviously helps with the fat loss but the diet is really key. If you can incorporate weight lifting to your excersize program it'll accelerate the progress, the more muscle you have the more calories your body burns.

    You can't spot reduce.

Eat at a moderate deficit and change your expectations, it's good to have goals, but you need to be realistic about them.

20 pounds overweight is not bad at all, but I don't know if 8 inches is realistic in that case. Don't let me or anyone else tell you it's not possible though. It's going to take strict clean eating (whole foods, nothing processed, no refined sugars) and regular exercise. As you start seeing pounds drop off you can start eating cheat meals or even have cheat days to jump start your metabolism once it's been functioning at a deficit low enough and long enough to halt progress.
