slower on the treadmill

Hi all
Ive been a runner off and on (mostly on) for over 10 years. I run outside most of the time and track my time and distance with map my run and have checked my regular route on a map so I know the distance is accurate. I do run on my treadmill at home when its hot, really cold or dark outside (I live in a fairly unsafe city). Am I the only person in the world who is WAY WAY slower on the *treadmill*?. Y'all, my outside pace is a snail-like yet decent clip of around 11:40/mile -12:00/mile. On the treadmill I feel like I can only run for any length of time at about 14:30 or, even worse, 15:00.
I have run on other treadmills at the gym and while that was a while ago it seems similar.
What is the deal? Anyone else have the same issue? Any tips? Seems like most people have the opposite problem. I am starting to train for a half-marathon and since its summer I will be logging some major miles inside. Even 5 miles at 15/mile will take FOREVER. I could run around the indoor track at the y but that is so boring. More boring than the treadmill.

How does your heart rate compare? If it's the same inside or out, then it doesn't really matter.0

I just did a Half in slightly under a 7:30 per mile pace. I do most of my weekday runs on a treadmill, and the average pace is almost 2 minutes over that. When I try to 7:30 on the treadmill, it feels like I am sprinting for my life.
I actually believe this is the norm--people are more likely to run slower on a treadmill than outside. Outside, you're gonna speed up to cross the street before the light hits red, to pass a person in front of you. Sure, you may run slower at some points, but in terms of averages, you're probably running faster outside.0
