HELP!! Skinny Fat!!

So I'm a newbie to the site but I've recently went from 150lbs-119lbs(in the past 4-5months) I realize it seems pretty underweight for my height however I am very slim but can't seem to lose this last little bit of lower belly fat aka the dreaded 'pooch'. I usually do 45 mins of cardio 4 times a week and BOSU ab exercises along with resistance band exercises and an abs boot camp class at my local gym. I'm becoming skin and bones everywhere else besides there. Someone HELP (ps I eat a healthy low carb)
