confused about maximum vs target heart rate

I am 38, weigh 239 lbs. Today, my HRM had me at 164 bpm for a lot of my workout - sometimes dropping into 130's. I am confused as to where I should be. Is it bad to go above your target heart rate? What is the difference between "target" heart rate and "maximum" heart rate?

target is the ideal hr where you are burning the most cals/min whereas max is when you are pushing it to the limit, there is some wiggle room in there so do not worry to much so long as you stick relatively close to target. I do HIIT so mine is all over the place but I usually stay above target hr slightly.0
