Try oat flour. I get regular cooking oats (not the instant kind) and run them through the food processor until they are fine like flour. Season as you like, then bake the breaded fish as opposed to frying it.0

They do make whole wheat panko bread crumbs. Ian's is the brand name I am aware of.

I don't know of a healthy way of making them, but they're so good.
Maybe you can try a whole wheat bun and don't use tartar sauce.0 -

Forget the crumbs. All they do is soak up any oil/butter you are using and add carbs and calories. I dip fresh fish fillets in egg white and paprika, "fry" in a little olive oil and squeeze fresh lemon over while cooking. Don't overcook, especially when preparing cod, halibut, tilapia, and other mild fish. It's done when the flesh turns opaque and flakes easily. Enjoy!0

Buy Fiber One cereal, grind in processor, season to taste. I use it for onion rings (baked), etc. It's FABULOUS for anything you want to bread.0

I forgot about the Fiber One trick. Wheat Germ is another option.0
