I'm so sick of seeing flabby arms. I am 165pounds but am tired of the fat.

Any particular gym work/exercise that I can do to have slimmer arms? Without making fat turns to muscles cause I really have huge arms

Another problem I have is - if I exercise ,I start losing weight but my arms still remain as fat as before...

You can't spot reduce. Everyone has trouble areas and we all wish we could magically make ourselves lose from those places, but we can't. All you can do is reduce your overall body fat. Your arms will slim down eventually; they may be the last thing to go if they're stubborn haha. But it will happen. Patience grasshopper.

Fat doesn't morph into muscle. Would be cool if it did tho.

Lifting has made my arms bigger.

presumably because there is still fat covering the muscle?

The skin under your arms is not muscular so You'll never lose that by exercising. You can get it surgically reduced, but you'll have a scar instead. You can also try laser treatments, but they are experimental. I've had some luck with that.

in….to find out who I can transform fat into muscle…

OP - as others have said, you cannot spot reduce. All you can do is keep eating in a deficit and working out/running/strenght training < whatever it its hat you do …

to the people saying that their arms got "bigger"…

    three things..

    1. you lost body fat and it showed the muscle that you already have
    2. you ate in a calorie surplus and added new muscle
    3. or third option, you are a beginner and experienced newbie gains…

Maybe because your goal is to weigh 90lbs? Eating more than 3 cheerios would make your arms bigger.......

dips (assisted, on a weight bench)
inverted bodyweight rows (in smith machine, so i dont slide all over the floor)
OHP - either barbell or dumbbell
Bench Press - dumbbell or barbell
    Incline DB Press
