It is my understanding that fitness trackers like FitBit don't have the capability to track/record laps in a pool as they do with steps on land. Has anyone discovered a device that does track water activity?

It won't track laps, but it will track effort. You have to log the activity manually. They don't recommend submerging it in water, but I logged my aqua fitness workouts with a Jawbone for a while.

Can the data Garmin Swim collects be linked to Myfitnesspal or other apps?

yes, the data is downloaded to Garmin Connect which, in turn, can link directly to MFP.
