go on a cut or lean bulk

Hello I am currently injured I am wondering when im back in the gym to lean bulk or cut. I am carying to much fat but I am skinny fat I am worried if I cut I will not progress what to do.

    stats? imo if you're anything above 15% BF you should not bulk.

    If you are lean enough to feel comfortable gaining weight then bulk. If you are not lean enough then cut.

    im over 15% going to cut then thank you I will cut until I can see abs
