cant do lateral raises

I dont struggle with any exercise but this is a really weak point for me. Even with a cable unpinned I cant get my arm up. Its dont hurt or burn just cant . Going to dr . In time being is there any thing that will help break this restricrion please.

    Get a sports massage and have then work on the shoukder. What did you do to yourself?

    Yes. A good 30 at any hand width but if I dont monitor my form I then get pain in the back of my shoulder an half way down back of my arm. Am gettin wider with my pull ups but spoke to alot of people who cant do wide pull ups
