Is that by lifting weight? Push ups?

Lift weights. If you can't get to the gym, there are videos on YouTube from fitness blender or xhit that specifically focus on the arms

It's difficult to go to the gym for me, I think it's best to start off at home if I can

    Can't spot reduce, unfortunately.

Calorie deficit for weight loss, exercise for fitness.

I'll second whoever mentioned Fitnessblender.com - awesome website, over 400 free workout vids, many are body weight only, so no equipment needed. Check 'em out.

Start lifting some weights at home. Your arms are one of the first spots that typically show muscle tone so it's super motivating to start focusing on this area. Eat healthy too so the muscles can shine! Fat has to melt for muscle to show ;) I love Jillian Michaels videos on u tube. Push ups are great. Dips. Also, Google arm dumbbell exercises for stuff you can do at home without fancy equipment. There are tons of ideas online that only require Dumbbells or body weight. Good luck to you!
