why does cellulite not diminish when I've been working out for years and really watching my diet? My legs are just full of it even with Piyo and lots of leg exercises

Try increasing your protein. It worked for me. I obvs did resistance training, cardio and ate at a deficit in addition to upping protein, but I'm assuming you're already doing those things.0
