Hey I'm an ACE Certified PT. Here are some good stats to go by:
Resting heart rate should be between 60-100bpm. Best checked right when you wake up.
Maximum heart rate (MHR) should never go beyond 85% of your maximum. 220-age=MHR. Never go above 85% of your MHR.
Exercise heart rate should be between 65-85% of your MHR.

There are lots of factors that go into that. Age, weight, level of activity....

Between 60-80bpm is considered normal.
However, if you've been working out for a while, it will drop significantly. I've been working out for the past 4 months, on average 12-14 hrs per week. My resting bpm is now 42-45. It was kind of funny, I was sitting on the stationary bike last night waiting for my HRM to catch my chest strap signal and when it did, it was only 63. I commented to a work-out buddy... "Oh look! I must be dead if it's this low when I'm upright."

2 weekends ago I did my RCMP tactical bike training course. We discussed this and it will be based on age.
HR Max = 220 - your age
This is what your "maximum" should be. Your target heart rate should be around 65-85%.
BECAUSE of age and our activity level, look to this charge for your Resting Heart Rate.
