What's the most efficient cardio and/or weight exercise to burn unwanted belly fat especially for women around the belly button area?

You can't burn fat in a specific area. Your genetics dictate where it comes off of.0

I am trying out Tae Bo by Billy Blanks. I look up the videos on youtube.com, along with that I am doing leg ups which targets the lower belly(near belly button)0

lower your overall body fat percentage. You can't spot-reduce0

H.I.T will lower your body percentage eventually shrinking belly fat. Make sure you work abs though, just because you can't spot fat loss, doesn't mean a person should neglect abs. Good luck!0

None of those will change the appearance of your abs much. I would follow a full-body strength program, like NROL, Stronglifts, or Nerd Fitness. That plus a calorie deficit will burn body fat. Unfortunately we don't get to choose where it's burned from. For more on that, Google "spot reduction myth".
