Lower body fat percentage, then build mass

I've lost about 25lbs since March of this year and I feel great! Now, with my body fat reducing every week, I'm planning packing on some muscle.

Well you're not going to pack on the muscle until you get to a point where you can eat at a surplus. You can lose a little fat and gain a little muscle in maintenance, running a recomp, and changing your body composition a bit.0

Congrats on your loss. If you're a beginner to weight lifting, pick a well established program for beginners. Look at Stronglifts 5x5 or All Pro's. Best of luck.
