Why isnt ANYTHING WORKING!!

I've been trying to lose weight and i tried eatting right, but nothing seems to make a differnce. My doctor tells me im only big looking because of my height, but i just dont believe that. Im 5"1 and im 137lbs. My goal is 120, but not matter what i do, nothing seems to work. i've gone walking and jogging for a bit, but im not trying to tone my legs, im trying to slim my stomach and ton my arms, thats it. i just dont understand what i should be doing, or what work out is best for me. My mom is talking about weight watchers, but does that even work? is thier a different work out routine i could do? helpp?
