People can TEMPORARILY not lose scale weight when they way under eat. That's because your body will accumulate excess water. If you continue to undereat, however, there is NO POSSIBLE WAY that you will not lose weight. Physically impossible-- see anorexia. If your body "held on to everything" then anorexia wouldn't kill so many people with the disorder and they wouldn't be ridiculously thin.

There are a couple possible options:
    1. You are actually eating more than 1200 calories a day. This could be due to:
    -Poor weighing/measuring
    -Inconsistent logging
-You might be eating 1200 most days but one or two binge days will bring your average up
-Forgetting to log things because you feel deprived on 1200
    2. You are retaining water.
-Since you just started running - it's really common for your muscles to retain water to repair themselves when you start a new exercise. If you lost 1-2 lbs in 3 weeks but your muscles are retaining 1-2 lbs of water, it will look like you haven't lost anything on the scale.

I'm currently 125, and for the last few months of loss I never, ever, ever see any loss until shark week, at which point I usually get a whoosh. It's weeks of treading water, going a bit up at ovulation, still waiting and then finally, some movement.

    Haha shark week...

OP, can you open your diary?
Three weeks is too soon to tell. How much have you lost?
eat more calories.try a high carb low fat diet.
    No.

To me it looks like you're doing too much, too quick. It may have result in a slower metabolism and your body holding onto the fat at a lower caloric intake. I suggest doing a refeed once a week where you eat to your maintenance calories plus 200 calories with a 50% carb/30% protein /20% fat macro split. This should help rev up your metabolism to help fat loss/weight loss. Let me know if you have any questions. Good luck!
No. The body does not hold on to fat, it only stores and releases it.

    And
OK. stay consistent.. increase protein drop carbs lower each carb cal is equal to protein calories except 3 out of 4 calories are burned off while digesting protein making it more thermogenic..... bingo .. replenish carbs once a wk with a higher carb day..
    No.

Seiously? A quack site? How about finding a peer review study instead...something proven?
How does starvation mode and metabolic slowdown explain the starving in Africa or anorexics?

Getting your advice from here can lead you down the wrong path. Talk to your Doctor, a nutritionist and a certified trainer, they have the education and the experience.

WOW. This thread be making me sad. I agree with the posters who reckon you may not be realising how much you're really eating. That perhaps your logging isn't accurate. Or that you are retaining water. And that running at the same pace may not be helping your weight loss. Starvation mode only exist in internet diet forum thread. Stay consistent. You WILL see results at some point.
