How do you determine nutrition of a burger. Is it pre cooked weight or cooked? Thanks

Assuming your getting it from a restaurant....?
I find a comparable burger and use that if the exact one is not available in the database. there's a lot more in a restaurant burger than just meat-- oils, breadcrumbs, etc.0 -
I weigh ground beef after cooking it. If you are eating out then try to find a comparable burger on the tracker. I've found most popular restaurants to be on there.0

Making it yourself, weigh raw. There is too much variation in cooking effects to weigh cooked. A little extra cooking can result in a significant weight change not from nutritional stuff but from loss of water.2

Also, it is easier to accurately count lean meat (90/10 or 96/4) as opposed to 80/20 beef. If you weigh it raw then there will be a lot less fat drain off after cooking.0 -

I weigh everything raw...0

I weigh everything raw when I can. I prefer my steak Rare so the cooked weight is very close to the raw weight. However, my husband prefers his steak Medium-Well so there is a significant difference between the cooked and raw weight.0

You can weigh it cooked and use a 'cooked' entry, but it's more accurate to weigh it raw.0
