Is this normal?

So as you can see by the charts, my weight loss slowed down A LOT and it seems like it's coming to a complete stop. In the past 2 weeks, my weight has gone up and down but I gained .2 pounds from 2 weeks ago.
I have my calories set for losing 1.5 a week because it gives me 1200 calories, which I seem to be gaining on or at least not losing. I only expect .5 a week but I'm never even getting that.
I'm 5'4, 128/129 pounds, and yes I log and weigh everything, even gum and 0 calorie things.
I'm not sure if I'm doing something wrong or if it's normal to gain .2 in 2 weeks.

You do not have much to lose so 1.5 is too aggressive of a goal. Your goal should be set at .5lb or you will be losing muscle mass.
Weight loss is not linear. Some days you gain, some you lose, some you maintain. .2lbs easily could be a fluctuation.
Lastly, weight loss slows as you progress due to your room for error shrinking. Thus, the food scale. But yes, the slow down is expected.
2 weeks is also not a cause or enough time for alarm due to a combination of above.

How active are you? How much are you ACTUALLY maintaining on?
I am your same height and i had the same problem when trying to go from 127-115. Turns out i actually maintain on about 1,600 calories a day and i had to SERIOUSLY up my activity level to shift those last few pounds.0 -
So you've got 2 x month trends and 1 x 6 days trend
Weight loss should be judged over 4-8 week cycles
So yes it's normal to fluctuate

1 year of maintenance fluctuations
Grey line is scale weight readings
Red line is trendline

If it's giving you 1300-1400 to lose 0.5 then 1200 would not have you lose 1.5. You would be losing maybe 0.6-0.8. This means you can't really judge by this last week. Give it till the end of the month. The last few pounds are tricky because it's so hard to tell the difference when a whole month's work can be disguised by water weight. Just be patient and trust the process.1 -

That's all vanity weight so you need to be patient and make sure you're super accurate with your logging as you should only be working with a small deficit.1
