Lowering total body fat through caloric deficit. Only way. Anyone else is lying or trying to sell you something5

Unfortunately you cant target a body part for weight loss. Cardio and getting your heart rate up will reduce arm fat and strength training arms such as tricep dips will help tone them. I would suggest doing arm weights with a heavyish weight with minimum rest to get heart rate up during the sets and then some cardio after wards!1

You're contradicting yourself here. Raising the heart rate and cardio doesn't reduce fat, calorie deficit does that. Toning isn't a thing. But you can incorporate strength training, ideally the whole body for balance, which will preserve and condition the muscles underneath the fat so once body fat is reduced enough you will see the muscles underneath.1
