Very underweight but huge thighs?

your thighs are tiny especially considering you are sitting down which flattens them out... are you male or female?
I have very muscular thighs and they still look "huge" when I sit flat like that.

Agreeing with the consensus here. I think your weight is OK, could gain a couple pounds or stay where you are, but losing more would be unhealthy; and your thighs are very slim if they don't meet even when you sit down. Also - if you are working out it is GOOD if your legs and butt are a little bigger than the rest of you, that is a sign you have a good % of muscle to fat.
If you are feeling fat when everything on you is slim, and want to lose more weight, please see a professional about your body image. If you can be happy and satisfied with what you have now (I think those look like the legs of a skinny but in shape person, which is probably exactly what you were aiming for) then rock on.
Also - you may think that's fat, but it's probably mostly muscle. Try squeezing the inner thigh against something so it's pushing inward toward the other leg. I bet it mostly or entirely firms up. Mine have the shape like that, where the top is larger (common among women) unless I am underweight and not so muscled, and it's muscle not fat.2 -

Lanugo would be a reasonable concern, but in no way addressed by someone saying it should be shaved.

Your thighs are not huge. You're sitting down so of course they look much bigger than they actually are. My thighs aren't overly "big", but when I sit down they look like at least twice the size they normally do.
Don't try to lose weight. You need to eat more and take care of yourself because being underweight is unhealthy, unless you are naturally so.0 -

I'd hazard a guess at about 14-15 based on level of insecurities over natural bodies and thigh shape TBH

Even people who are all corded with muscle have thighs that flatten when they sit on them. Unless you were an actual store manniquin made out of fiberglass, real flesh changes shape depending on position.
Take a chicken breast and hold it up - now put it down. It's 100% muscle, yet it changes shape due to gravity.
