Where to start?!

Hi everyone,

Im a 22 year old female, looking for some help to lose weight and to tone up.
Im pretty busy so rarely get time for working out, i try to do some intense cardio once a week and ive tried to eat healthier but nothing i do seems to be working.
My body measurements are 34-30-36
The biggest issue i have is my waist. Although it fluctuates between 28-30, my belly is like a pyramid and the bit that protrudes out the furtherest measures 35 inches.
So although im a size 8,10 my waist is not. I feel like my genes predispose me to putting weight on here but the way my belly protrudes from 30-35 inches is annoying.
Weight is 61kg and height 5ft 4.
Just looking for some general advice on where to start!
