Don't know what to do

Well to start off, I'm 5'11, 170 pounds. I have a pretty good amount of muscle, but it's like I have a layer fat on top of me that is covering all my cuts and muscles. Whenever I flex, I see my abs and everything else like I'm shredded, but when I'm in a normal body composition, I look soft, weak, or not shredded.
The body composition I'm going for is to look cut without trying to flex at all. Like I already said, I'm skinny with a good amount of muscle, but there's just that one layer that's killing everything, but its not a lot of fat at all in general, It's just ruining my whole look.
I'm here to ask what I should do... Should I somewhat bulk up on muscle, then cut? Or should I just go straight to a cut, and shred all the fat off to achieve the look I want.

Do you lift or do other resistance exercise? If not, get started Pronto. It's hard to say without a picture but based on your stats and age I lean toward telling you to eat at or above maintenance while training hard. Don't waste your prime testosterone years chasing abs.1

I get what your saying, but should I build more muscle to what I have, or should I cut. My goal is honestly to look lean without flexing.

I answered your question. Eat and train hard. That will build muscle. Post a picture for better advice.1 -

Honestly maybe your goals right now are too specific for your current level of expertise and understanding. It sounds like you are trying to build a rocketship in a honda factory staffed by postal service employees.6

eta: spend some time in the gym learning the basics and building general fitness, strength, and good habits. Reassess your body goals after 3 months.1

Well then you are in the enviable position of being a young male who has not yet properly trained and is at a decent weight. Get on a real lifting program (Fierce 5 beginner, Stronglifts, Starting Strength, all good) and eat at maintenance. Once you start stalling it might be time to eat over maintenance.

Find a program that meets your needs and goals. Throwing weights around and random sets and reps ranges will waste time and will not lead you to where you want to be.
You dont just build a sculpted chest (or arms) without a plan. Looking ripped without flexing is not an easy look to attain. We cant tell how thick you are without a pic or some stats.
