Why is it so important to have or two rest days a weeks? Why aren't the 23 hours in between workouts sufficient enough as a rest??

It all depends what your workout is and what your individual recovery is like. Rest days are important, but a lot of times people get too caught up in their mandatory use.

Your body needs some downtime to repair itself. You might find below article more in-depth...

You can go without rest days but if you do make sure your getting good sleep! You can over train kill yourself In the gym if you want BUT make sure your putting back in your body all that your taking out (good food, and lots of sleep)

it really depends what you're doing.

for example, i have worked out the past 7 days, alternating between running and cycling with some resistance training on the cycling days. i'm running a small to moderate deficit and yesterday night after a substantial meal (900 cals-ish) i was still starving, and knackered.

today is a rest day, and i wont be leaving any calories over either!
