Yes, I went in to their office, got it all figured out, got the appropriate parking pass and found out where I needed to park. Meanwhile my $100 citation appeal was under review, and now they said I still have to pay it even though I got that *kitten* taken care of -_-

They reviewed it and decided you need to pay it? Or you paid it and they're asking you to pay it again?

they reviewed and decided I need to pay. but I assumed they would take into consideration that I solved the problem in the interim

But you got the ticket before you solved the problem...you parked there before you had a permit so the ticket is justified.
