I'm in month three of my healthy lifestyle working out every day and eating clean, I've noticed lots of change in my body however my lower stomach and fat around hips is not moving, is there any exercise I can do to focus on these areas? Or any this in general

Just keep losing weight. You can't spot reduce.

I agree that you can not spot reduce , but you can strengthen the muscle under the surface to reduce the relaxed muscle and it will look smaller.

Posture can make a huge difference. I just naturally, because of years of training that relies on a strong core, hold my centre in. If I let it all hang out it looks a lot bigger but that's unnatural state of being for me so nobody would say I have a significant belly.

Unfortunately you can't spot reduce and we all hold fat in different places. You just need to lower your bodyfat overall.

Although you cannot spot reduce, Pilates has helped me tone my core and especially my lowers abs. It's a great workout!

For many, the stomach bulge is the last to go. Your body just hangs onto it a lot longer then any of the other areas. Plenty of people have commented on my weightloss but I still see the bulge because my body has decided that it's not ready to lose the fat there yet. Keep on keepin on and it too shall start to come off.
