Hi
By gaining muscle but still losing weight does this mean I have to increase or decrease my calories
I am a female, 20 years old, 5 ft 7 inches and 147 pounds.

It's generally pretty difficult to gain muscle and lose weight at the same time. Muscle has weight and it requires calories to build it.
If you want to gain muscle, you'll need to eat more calories than your body needs to maintain. In order to lose weight, you'll need to eat fewer calories than your body needs to maintain.

"Tone" is used in a lot of different ways. But people who want to be leaner will have to lose body fat and that requires a calorie deficit.0 -
Without knowing your BF% or what you look like, my recommendation would be to get on a lifting program, get sufficient protein (0.8-1g per lean body mass) and eat at a small deficit. At a deficit while you may not build muscle, you will retain what you have.1

For my goal fat loss weight, I need to loose another 5 pounds, so when that is met, do I maintain it by toning by increasing my time at the gym or to gain muscle for toning do I need to increase my calories0

Basically when you lose weight and lift.. you will be 'toning' .. losing the fat to reveal the muscle underneath.
Once you lose the 5lbs, you have a few options. You can recomp - eat at maintenance to build muscle and lose some fat at the same time.
OR
Bulk/cut .. eat above maintenance in a surplus where you will gain weight (muscle and fat) then cut to reveal the muscle.
Whatever you do in the gym, I would start doing it now if you can. So start following a lifting program, don't wait until you get to your goal. If you want to add more volume when you increases your calories, sure, but I typically follow the same or similar programming.1 -

Then you should be utilizing a progressive lifting routine. If you want to build muscle this may require a bulk (calorie surplus) which is quicker to see gains or a long term recomp (eating at maintenance while lifting).0
