    Pretty sure that the OP means feet on bench for flat bench press compared to feet on floor for bench press.

    The answer is that neither are really great for chest development. They are a great lift to start with since they activate almost everything in the upper body. Putting your feet on the bench is said to produce "joint stress transfer", but can be dangerous for some people.

    My answer to the OP's question is to use dumbbells and keep your feet on the floor.

    OP could mean, laying flat on bench or arching his back like a powerlifter.
