If I am eating 1300 calories, so I'm in a deficit, will my body still tone if im hitting my macros?

No. You need to lift progressively heavy (for you) weights to "tone". Muscle doesn't build itself. It has to be subjected to heavy work.5

When I start lifting my body will tone even eating that few calories?- I guess that's what I meant to ask0

I eat around 1400 calories a day, lift heavy and am very toned. So yes, be consistent with your training & you'll see results.2
