My lower thighs are not fuller as my upper thighs are hence want to know what should be target thigh size I need to meet?

Dunno dude. All my jeans turned into "skinny jeans" over the last year.1 -
You're in the weight gain/bodybuilding section, so I'm presuming you're wanting to do those things.... Skinny leg jeans are not likely to fit if you have any size or muscle to your legs so I'm slightly confused.

It may depend on the brand. My thighs are small for a male and yet I can completely fill out a pair of Gap slim fit jeans. So, the skinny fit would actually be too small for me, and I would guess it's probably suited for a male with 17-18" thighs.1
