If you are bulking you can build your muscles but you will also have fat covering them. You cut after to reveal your new muscle.

if you want abs you need to get your body fat down to sub 15% while following a structured lifting routine. If you want to build muscle you need to eat in a surplus and follow a progressive lifting routine.

you can eat the foods that you want, just make sure you are meeting macro and micro requirements...

If your profile picture is accurate, I'm guessing your body fat is somewhere around 15-18 give or take, but I don't see much muscle definition. You're what's called "skinny fat", no offense, you're in a good place.

You can consider a cut or a bulk, I'm going to suggest a 5 lbs cut for one month to see whether or not you have the ability to do it. It's not easy to track all your foods properly and your weight etc. See if you can reduce your calories to 15-25% less than your TDEE for a month and see how you fare. This means a weekly average of 5 lbs less than your weekly average of what you weight now (weight each morning for 7 days before breakfast but after using the washroom). If you can do this successfully then I'd say you're ready to bulk by eating 10-25% more than your TDEE.

No matter what you choose to do, you must start a structured, progressive overload program.

You bulk to make more muscle, you cut to reveal your abs. Everyone has abs, you just need to cut to get them, but you'll look far better with more muscle.

do you workout? remember when you get your body fat down its going to show your muscular structure. if you work out it will look good. if you don't you will look very skinny. so if you just want to be a regular guy who has some abs then just a cut. if you want to be muscular at all you have to build that muscle.
