How long have you been at your current deficit?

You can't control where you lose - if you want a smaller waist, you're just going to have to keep losing weight generally. I believe it's rather common for the waist to be stubborn about slimming down, but you'll get there eventually.

October is several months away so have patience. You have only been at this for 2 weeks. You can't spot reduce. Low carb/low fat - it all still about calories. And the initial loss may be water weight which is why you haven't noticed inches lost.

when would it change from water weight to losing the fat weight?

It's normal. Oddly enough, whatever is happening is probably considered normal (for you). Very few people lose weight exactly the same way. Some lose weight first, others inches.. and vice versa. Also, you can't spot reduce. You may lose more in your arms/legs then your waist or a different order. It's really just about sticking with it.

Hard to say. Focus less on the scale (since women fluctuate through out the course of the month). If you must weigh then weigh daily and use a trend app like Libra or Happyscale. Take pics. Notice how your clothes feel. Its a marathon not a sprint.

Two weeks is nowhere near enough time to visibly see a reduction in inches on one specific body part. As mentioned, your weight will come off gradually from all over your body, there's no way to target fat in one area.

Why 2 inches exactly before October?

Two weeks?! It's going to take longer than 2 weeks to see a significant loss in inches from anywhere.

    Need, or want?

Did you put on those two inches in two weeks? What makes you think you can take them off in two weeks?

Now why not to try "stomach pump"? If u do it for long enough time, it will strength your stomach muscles and make your waist slimmer. If u think that all those BB models have perfect waist, that's not tru for 100%. Most of those slim figures are hard suck-in postures. Look at yourself in the mirrow with your stomach relaxed. Compare it when u really suck-in stomach and hold it. Great look it's a hard work. Most of the time u just have to keep your stomach ingaged. Try it...
