Can someone please explain to me? When I step on my scale it says 98.6 one day then 98 then 98.8 the next what is the .6 or .8 after the 98 is it ounces

    No it is tenths of a pound. 0.5 is half a pound.

    Unless you paid extra money for a doctor's office quality scale, your scale is only so accurate. Some cheap scales have a variance of + or - 3 lbs. Generally scales are usually off in the same direction by the same proportional amount, but that's not always true.

    A decent quality home digital scale usually is accurate within half a pound, but that accuracy can fall off if the batteries are low or there is a very high temperature difference wherever your scale is.

    Finally, your weight will vary by a few percent daily - remember, if you weigh yourself before you drink a pint of water and after, you will gain a full pound.

    In addition to the fact that scales aren't 100% accurate, water retention accounts for up to 5-10 lbs of weight fluctuation, and that varies throughout the day/daily. Food weight (as in after you eat and before you have a bowel movement) will add a little weight as well.

    It's a good idea to weigh yourself in the mornings after you've peed and before you've eaten/drank anything. It'd be a good idea to scale back on how often you weigh in too, since daily weigh-ins will be more likely to show you the food/water retention fluctuations instead of actual weight loss.
