So I started at 163 pounds, I'm not at 138 pounds..
I'm 5'4 female. What should my goal weight be?

It's completely individual, and based on more than just what the scale says. You're within your healthy weight range, so from that perspective you can stop now if you'd like. Are you happy with what you see in the mirror? If not, what is it that you want to work on?1

Do you like how you feel? Do you like how you look?
If yes, you're at goal weight. If no, you're at a weight in the theoretically healthy range, so you have four options: Stay as you are while you think things over (maybe permanently ), lose a tiny bit more weight, gain a tiny bit of weight, stay at the same weight but gain muscle while losing fat (recomposition) to look leaner with more muscle definition.
If your body image is not distorted, trust yourself to know the right choice. If you're not certain, consult your doctor.10 -
It is totally up to you. Do you like what you see in the mirror? Can you wear the clothes you wish to wear before? For example i am 5'6, 135 lbs and although people say i look good, i consider myself overweight. My sister on the other hand, she is around your height and a few pounds heavier than me but she doesn't want to lose weight because she likes how she looks.2

I’m 5’4” at 128 going for 125, then maintaining and maybe 116 afterwards.2

She’s clearly not happy at that weight, that’s why she’s here. No one said there’s anything wrong with that weight in general.6 -

I’m just a shade under 5’5”. My goal is 130. At 134 currently. I settled on 130 after a lot of thought and time. It’s attainable and maintainable without feeling like I’ll be depriving myself for the rest of my life. I like to eat and drink and be merry and run long distances very slowly.
No one can tell you what your goal should be besides you. I’d just say to settle on a number that you’ll feel good at and be able to maintain without feeling like you’re constantly sacrificing.4 -
For each height there is a wide range of ideal weights and that can be possibly up to 15-20lbs - body frame matters plus the amount of muscle someone has, so it's really a personal thing plus we are all different.
138 for 5ft 4 sounds good to me - how do you feel yourself? Are you happy with how your clothes look and fit?
Initially I aimed for 133lbs ( I'm 5ft 2 1/4") but I still had some muffin top in certain jeans. Losing another 7lbs sorted that.

Depends in part on your age, your build and musculature, and on which formula you use. For a woman 20-30yo, the healthy BMI range listed at the site linked below is 103.7-154.4; for a woman older than 30, the healthy BMI range is 107.8-145.6.
For me, it gives a range of 132.6-179.2, and at the lower end I'd be a walking scarecrow, but at the top end, I can still stand to lose about 5 lbs for me to be what I'd call a comfortable and sustainable weight. So my "sweet spot" is toward the top end of the BMI range for my age and height.

Totally up to you. I started at borderline obese, 215 lb., and set an initial goal of 170 lb., which put me into the "normal" BMI range. When I reached that weight, I thought I was still too jiggly, so I decided to aim for 160, then 150, while doing bodyweight exercises to help retain muscle. As I got closer to my goal, I focused less on scale weight than on body composition, strength, and endurance.2

140 at 5'7" sounds good to me? Maybe just try to improve fitness/lift weights and not worry about it?

She's most likely going to be "only" 5'4" at any weight (although I grew a half-inch somewhere between high school and my 30s - I had stopped measuring in between because I figured I was through growing, then noticed that when the doctor's office measured, I was always a half-inch taller than what I had been).

Oh my! I completely forgot to check back here. @WhereIsPJSoles Lol! How funny! xD I totally misread the OP. I did not realize it was a typo when she wrote "So I started at 163 pounds, I'm not at 138 pounds." I thought she was 163 lbs right now, and had not yet reached 138 lbs (perhaps an random goal?). Indeed, at 138 lbs she is just within range of a healthy BMI.
@shelbyantonette1fty7 I am two inches shorter, so for me, 138 lbs is slightly overweight, and I remember that I still looked chubby. It wasn't until I was under ~125 lbs that I started liking how I looked. However, another woman on this forum is your height and consistently struggles to get in the 130's, but looks ridiculously stunning. Therefore, as others have written, within certain limits, your goal weight is just arbitrary. Are you healthy both mentally and physically? Are *YOU* happy with how you look? Think about it, and take the proper course of action from there.1 -
Go with what you are happy with! I set a goal of the high end of my BMI. I'm 5'7", so it said 158lbs. I'm 169 now and don't feel like those last 11 pounds will make me "done". I've decided to make a new goal of 150 and then reasses again. I'm trying to look at things as more fluid and not a hard set end goal. Gonna take it a few pounds at a time at this point!4

I'm 5'4" and my goal weight is 137. I look good anywhere between 115-145.2

I’m 5’3 and want to be 115. I don’t know how I feel when I get to 130 though. I might decide I want to stop, who knows. The only thing I’m after at the end of the day is a flat stomach.0

I'm 5-7 and the last 11 lbs made a huge difference! Recomp also has helped improve my appearance and strength with no change in weight after 14 months in maintenance at the high end of BMI range.2
