How do you know when to follow a calorie bracket for losing weight and knowing when your done and up your intake in order to maintain weight and start leaning out and toning. I'm not sure which I should be doing...

Yup, OP - need this info before giving any advice.
ETA: but as for "toning" - whatever you would do for that then, start doing now. It's never too early to start strength training or working out. Doesn't matter if you're losing or maintaining.2 -

You start maintaining (eating maintenance calories) when you reach a weight where you feel healthy and good, and are (mostly) happy with the weight-related aspect of your appearance. If you're not sure about what's the right weight for you, consider a discussion with your doctor about whether you're at a healthy weight, or if a different weight would be better.
As far as when to start leaning out and toning, I'm assuming you're talking about when to start a focused fitness program that includes strength training. Since most of us would've been best served by starting one some years ago, the next best option is to start immediately, regardless of where we are in the weight loss process.6 -

If you are happy with your weight then switch to maintenance. There is never a better time to start focusing on fitness than right now.0
