Am I supposed to avoid going over my calorie goal? Or can I meet it?

It's a goal, not a limit. The idea is to eat at it, not below it.

You are supposed to eat up to your calorie allowance, and don't worry if you go a little over it either, the allowance already has your deficit for weight loss taken off.

    2.
the object of a person's ambition or effort; an aim or desired result.
"going to law school has become the most important goal in his life"

I do the same, I like to be a little under because I feel like everything is just an estimate, so no matter how much I weigh and measure my food I don't think it's the exact amount of calories, so I feel better leaving a little room for the possible difference. If I make it all the way to my goal I usually add an extra 100 quick add calories to make up for the possible difference, and I'm pretty sure I'm being a bit obsessive.
