How can I gain weight without gaining fat?

you'd have to defy science. eat in a slight caloric surplus and lift heavy things and the fat gain will be minimal2

Unfortunately some fat gains come with it.
To keep them minimal, gain 0.5lb per week, ideally less, make sure your training is on point (a reputable progressive overload program).5 -
Taking an illegal hormone altering substance is the only way.(not referring them or suggestion them)
Other than that you can't. Be more careful about counting your calories0
