It probably depends on your stats - what is your height and starting weight?0

Theoretically it would be safe and possible to lose 28 lbs by December. Assuming 1 lb/wk, there are 29 weeks until December 1st, that is 29 lbs. You eat right, healthy and at a calorie deficit, and/or exercise a couple of times a week, you will get there. Good luck.1

Yes, you can do that.
I’m 5’9”. I’ve gone from 196.6 to 170.2 in 6 months, and took 3 one-week maintenance breaks. The Normal BMI range for me begins at 168.5.
So if you’re trying to get into top of BMI range, it is possible. I leave it to others to comment who are working to get into middle or low of BMI range.
I have an average calorie deficit of 300-400 calories under my calories burned - on average. I seem to lose at faster rate than the math would indicate - I think because I now move a lot throughout the day in addition to “workouts”.
Fitness Pal & an Apple Watch helped me greatly!
