Your title doesn’t really make sense....
    Toning comes with weight loss
Weight gain doesn’t usually come with toned

But if you don’t want to get slimmer but tone specific places like abs is it right you burn fat vs calories? I’m new to all this

You can bulk specific places or get the muscles stronger with specific exercises but you can't spot reduce. I got my abs in better shape, stronger but not really bigger, (I think that is what you mean by toned) while losing but you could only see that after I lost quite a bit of weight and was very close to goal. It varies by person as to where they lose fat first and last.

losing fat mass reveals the existing muscle base. If there is a decent amount of muscle you will look "toned" (whatever that even means!) If you want to build muscle you need to eat in a calorie surplus and you will gain weight, both muscle and fat, so long as you eat the right amount extra and do some progressive resistance training. You will then likely have to loose fat by having a calorie deficit to reveal the extra muscle you have gained. you can also do body re-composition if your body fat is already suitably low. this is where you eat at maintenance or slightly above and add a very small amount of muscle over a long period of time.
