Personal goal: 23 percent body fat to 20 percent body fat

Alright, my current weight in pounds is 123, and my body fat percent is 23. My muscle mass is somewhere about 88.6. The goal is to bring down the fat percent. I’m not a nutritionist or a fitness coach, but if i understand I need to burn the fat( through intensive workouts, clean eating). But the point is I feel I’m at a plateau. I’ve been working out for over a year now. Resistance trainings, body pump classes, running, etc. it drops down to 22 but goes back to 23ish again. I’ve tried going no sugar(artificial), fried food but not sure what I’m doing wrong . Any help to help with my goals is appreciated.

BF% is hard to measure accurately yourself, how are you measuring it?

Those are notoriously inaccurate, and are easily fooled by individual fat distribution patterns and water weight fluctuations.
Your weight is already in a good place, I would definitely consider recomp. Eat at maintenance or a very small deficit and focus on a progressive strength training program. More muscle also means a lower BF%!2
