You cannot spot reduce. You could work on building the muscles underneath so they are more pronounced as you lose. It won't help lose the fat any sooner though.5 -
From my experience it just goes when it goes. Obviously plenty of Hiit training and weights should burn fat quickly but when i trimmed up before i looked skinny in the face and neck before it went from the mid.0

If you’ve been eating low for 5 months or more or drastically low you can bottom out your metabolism.
I strongly suggest figuring out what your maintenance cals are for you age/height/sex and activity level. Run that for a month at least. You may be surprised and actually loose once you raise those calories.
Once your weight stabilizes then Lower that by 400 to 500 per day. And monitor your weight at least weekly.2 -
