I've lost 33lbs so far, 23 inches off my body, and 5 of those inches are from my once awesome C cups.
I have about 40ish more pounds to lose, and am worried about my super sad barely there A cups.
Are there any exercises to perk the boobs? I know I can't spot reduce and I'm not asking to. Just want to know if anything besides a push up bra always will help these sad babies be back up where they should be.

If you're prone to skin laxity, a breast augmentation might be your option for vanity's sake. Exercises? Starting a good lifting program, pushups, plankups, chest fly, chest presses .... Am certain others will enter with their suggestions too.1

The only thing you can do is surgery to get bolt-ons. Even strengthening the pectoral muscles will not perk up sagging girls since they are fat and mammary glands (depending on your age. After menopause they are nothing more than fatty tissue).10 -
You might see some improvement with time as your skin tightens up to whatever level it's going to.

777Gemma888 is right. You can do weightlifting to build the muscles that sit under your boobs. Pushups are excellent, for sure. If you want a program relating to those, this is one I am playing with: https://hundredpushups.com/6

I went from a full C to between A-B. It’s always the first place I lose weight from. I agree with the comment that building up the muscles under can help lift and make them perkier. A few things I’ve done are push ups, chest flys, and bench press.3

I went from A+ to solid B/B+ with heavy bench and volume. It's technically pec not boob, but can't tell the difference in shirt/bra. Depending on the current stretch of the skin situation, more pec muscle might provide more "fullness."8

Unfortunately, mine did not shrink. I went down several band sizes but went up in cup size.7 -
This is not a solution for how you look naked, but I wonder if you might try a 'sister size' bra to get the appearance you're looking for while dressed? Like if you're currently wearing a 36B, for example, try a 34C or a 32D? Doesn't work in every case but worth a shot the next time you're out shopping.7

I've gone up too - from something like 36/38 DD/E*, to (tight) 34F/G. The 34G bra is fitting with less cup spillage over the last 10 pounds lost (lets be honest, I have one bra that I actually wear at any given moment) but now that's starting to worry me in regard to boob deflation. They've not really changed more than a fraction of a size in cup volume after 35 pounds (lets be honest again though, I've been an E since I was 16, they were never going to be perky, though there was a certain extra...um, lightness and bounce?...when I first lost 30 pounds a few years back) but maybe now is when it starts...
*Bra sizing is such an unholy international mess - my last five bras were bought in five different countries and all seem to have subtly different sizing systems, even beyond direct conversion. US appears to be least generous in terms of its cup volumes though, India most, UK next, Germany and Israel in the middle.5 -
I say embrace what you have! Big boobs have their perks so do the in-between and the little. At the end of the day boobs are boobs. If someone you are with speaks negatively about them then they just aren't the one for you. Simple as that.11

My husband says nothing but compliments but this is about how I feel naked, not him.9 -

My 38 D's and holding on strong..and I wouldn't mind them going back to C like when I was younger.. but I just don't think it will happen as I'm pretty much at my goal weight.. maybe I could lose 3 more lbs. So.. I guess we all have our problems.3

I would continue losing weight, so chest exercises as listed above, and give your body time to recoup from losing weight, like 5 years before considering anything drastic. Skin needs a lot more time to change than your weight does.3

This is a good suggestion too. I've of course, already looked into surgical answers but didnt take into account if my body would adjust in a few years.3
