This is true... It's all settled out and the biosolids are digested and broken down to remove pathogens before its dewatered to make fertilizer pellets1 -

Specific counties in California have. There are two in SD I know of. To get compost is free too on specific days. Redworms are free there too. You need to subscribe to the circulars though.
Pickup for the compost worthy scrap bucket is once a week.1 -
