Why am I gaining weight?

Eating around 1500 per day (watching my macros and weighing my portions) and going to the gym 4+ days / week (hiit cardio and weights = daily burn of 2000-2500 according to my Fitbit). Can anyone help me understand why I am not losing weight (fluctuate between 174 and 176 lbs across the week). Lost 6lbs in 3 weeks but the last 3weeks have remained steady and it's disheartening. I'm not expecting massive drops but surely I should be losing something? How can I bust out of this plateau?!

Yes, digital scale. Yes, I'd expect fluctuating in the week, but still with a downward trend, whereas I'm just not having any change for 3 weeks. Just seems to not add up.0

Are you using a trending app or just assuming there isn't a downward trend it may be too small for you to notice0

Not using an app, other than MFP, but it's obvious there's no downward trend lately. From 180.8, I went down to 174.6 in 3 weeks. Then I had a dinner out with friends and went up to 175.6 (didn't go crazy then but as I wasn't making/tracking that meal, I wasn't surprised at that). For three weeks I've been stuck at 175.6 with fluctuating water weight throughout the week as stated before. I'd at least expect to have gone down at least half a pound in that time, considering I've increased workout intensity /changed up routines. I know it's more about how you look and feel but just for my own satisfaction I'd like to break the half stone loss barrier before the end of the week. Feel like it's just out of reach and it's super annoying. Considering I'm following all conventional advice already, does anyone have any tips for what else I can do to help shake this plateau?0

3 weeks isn't a plateau. if you have introduced more exercise then you may well be retaining water. where are you in your cycle? that may also be causing water retention.
stay consistent and the scale will move eventually. i once went 11 weeks without the scale moving which was thanks to water weight from an unseasonably warm summer.5 -

The average woman doing everything right for weight loss (calorie surplus, protein, progressive lifting, etc) can expect to put on one quarter to one half a pound of muscle per month. There is simply no chance that the OP is putting on muscle at the same rate she expects to be seeing losses.3 -

Your diary is closed which makes it difficult to give specific advice. You've lost 6 pounds in 6 weeks which is bang on target for most people. I'm assuming you've ruled out scale issues (changed batteries, checked it's on level flooring, know whether or not it needs to be recalibrated when you move it, etc). If you're dead certain you don't want/need a trend weight app and you're dead certain you aren't losing (not what it sounds like to me, but whatever) then cut your calories down by 100 calories/week until you find a deficit again.4 -
I just noticed you mentioned changing workout routines in that time frame. Have you adjusted for the water weight bump you can expect every time you change up/increase your routine?4
