Are prostitution and Juvenile delinquency examples of moral panic?

Are these examples from 19th century Britain

    moral panic is when people freak out about something thats not a real problem and exaggerate it so it freaks even more people out, kinda like mass hysteria

    like salem witch trials or momo thing

    Remember Juvenile Hall? We called it Juvie. Back when there were, like, truant officers and stuff.

    Also I've heard that in the UK today political correctness and cultural sensitivity dictates that prostitutes should not be called prostitutes. They are to be called sex workers over there.

    But I'm pretty sure in 19th century Britain prostitutes were called prostitutes or possibly trollops and they might have gotten arrested for immorality.
